An theory of charge transfer at intermediate collision velocities is elaborated. Within the framework of the two-wave-function model, we analyze the intermediate stages of the population of the Rydberg states of highly charged ions escaping the target ion after atomic collision. The specificity of this approach is reflected in the time-symmetric description of the electron capture process by using two functions. The focus of the work is on determining the transition probabilities and corresponding rates whose analysis can be used to estimate the dominant partial neutralization distances at fixed initial and final states of the ion-ion system under consideration.
